How to share a contact list including categories in Outlook for Mac

Hi

Working in a small office, we just started using  Outlook for Mac (a blue deskop Outlook icon) . The first priority was shared contacts including shared categoriy lists or distribution lists or how you call them.  All of the users in our office use the same contact lists so group mails can be sent easily to a specific conact list. 

One of the users (User 1) in our office has "the master contact list" where each contact is delegated to a specific contact list. The User 1 shares his contacts with all other users in the office. What happens when User 2 or User 3 opens the shared contats is that they can see a long list of all contats that are shared and they can also see which distribution list a certain contact belongs to but User 2 and User 3 cannot open a specific distribution list and in that way see the contacts that belong to this distribution list. 

How can shared contact lists be seen by other users, so they can view the contacts that belong to the individual lists?

The following screen shot shows how it looks like when User 2 opens shared contacts. User 2 is able to see all the shared contacts in a long contact list, and when choosing a certain contact person, it is possible to see which distribution list the contact belongs to, but it is not possible to see the very distribution list itself and in that way find the contacts that belong to this distribution list. So User 2 is not able to send group mails to a certain group list because the group list cannot be viewed.
