Re: Failed to create WSP in "Save site as a template"

How long have you experienced this issue? Are you experiencing the exact error message when you save the new blank site as a template? If so, please create a new sub site under the site collection, and save the sub site to a template to see if it works.

If the issue persists with the sub site, please open your site with SharePoint Designer, and check the SharePoint version as the picture below:
