According to your description, do you mean that you configure your Office 365 email account in the Outlook for Mac 2011 but the calendars cannot be synced the Office 365 OWA?
If so, I would like to confirm some information to narrow down the issue:
1. How did you configure your account in the Outlook for Mac 2011, via Exchange mode or POP/IMAP?
2. Where are the calendar items listed in the Outlook for Mac 2011, under "On My Computer" or under the Office 365 account?
