Will this change in the upcoming SP2013 version of office365 ? This is really a pain in the backside. Small companies who know how to brand SharePoint Sites want to be able to have a publishing site where they can brand the site using css (and not use one of Microsoft's predefined themes) according to their corporate brand. These would be low volume sites, not mega enterprise sites with high volumes of page hits. I understand for performance reasons Microsoft do not want mega enterprise public web sites as the architecture and the scaling is not there yet. If Microsoft want to capture the small business market sector, they are going to have to allow public facing web sites with css files and subsites.
