By default, if we create a workflow provided by Office 365 SharePoint Online, there are no three option buttons mentioned above under the Workflow Information.
In terms of custom workflow, considering the current situation, please compare with the two workflows in SharePoint Designer, under Customization, click Edit workflow, check if there are some tremendous differences about Condition and Action between two workflows.
Moreover, to further research the issue, please refer to the following steps:
1. Re-copy the good workflow to a new backup.
2. Re-publish the custom workflow to SharePoint Online.
3. Check if workflow works properly.
