I have run a test from my side as well. We cannot directly set the “File as” field in Mac Outlook 2011. When creating a new contact (e.g. First Last) in Mac Outlook, it will sync to PC Outlook with the default “File as” as “First Last”. This seems to be the default sync behavior between Mac and PC.
Given the current situation, I am sorry that I cannot find any settings in Exchange Online which can change this default behavior. However, you may consider the following two options:
1. Manually change the “File as” field in PC Outlook.

2. Since you would prefer the “File as” field with the format of “Last Name, First Name” and all contacts to be sorted by the “File as” field, you may consider changing the sort order in PC Outlook by Last Name, then First Name. Please refer to the screenshot below:
a. Right-click the blank field under the Contact folder, select View Settings.
