You can run these apps when you have the Office 365 ProPlus license. To investigate the issue, I'd like to collect some information:
1. Regarding "notebook, notepad", do you refer to OneNote? Does the issue happen to other Office apps with the same error message?
2. Could you share a full screenshot with us including the error message?
To upload screenshots, you can click Use rich formatting in the forum and then click the icon of Insert/Edit Media.
3. Does the other user encounter the same issue?
4. Could you please try the steps mentioned in this thread if you're in the same situation?
