I have a user that uses Outlook 2011 for Mac (14.3.4) and an iPhone (iOS 6.1.3), no other user including those with iPhones and Macs running Outlook 2011 have reported this issue.
Neither of which are 'pushing' mail. I have tried setting up his account in Apple Mail and Outlook 2010 on a Windows 7 machine and both work. I do not believe it is an issue with the computer or iPhone, because when I setup the account on a 2nd iPhone and Mac I get the same issue.
In Outlook for Mac the connection lists "All folders are up to date" and "Connected to Exchange"
Does anyone else have any ideas?
