Which plan of Office 365 are you using, such as Small Business, ProPlus, Enterprise or Home Premium?

If it is a Business plan (e.g Small Business, ProPlus, Exchange Online), please update the credit card rather than add a new one by referring to Update your credit card information. If the steps don’t work for you, I suggest you contact our Subscription Support Team to help you check the subscription status.
